“It says Three and one-half years of undergraduate study”
I am not to sure what it means.

So it means that you studied for over 3 years but didn’t complete program and get Canadian equivalency. Did you finish the program? What was the program?

I was at my last semester of my forth year but due to safety issues I had to leave do I could not finish my bachelor degree

So how many credits they have given to me

Credits are evaluated if you do COURSE-BY-COURSE report. Basic report doesn't provide that.

You can upgrade it if you need.

What do you mean by credit? Are you applying to study in Canada or are you applying for immigration?

I am a Canadian citizen and I have already completed my Advanced diploma here in Canada just I received my Official transcript from back home so wanted to evaluate it to see if I can use it together with my Canadian credits towards my bachelor degree

Understood. You will need to ask the school you want to attend. There is no standard answer for this and the WES results don't have any impact over whether the credits will be accepted.
