So I got my evaluation done today and the official paper copy I guess will be sent by mail and should arrive by monday I guess but I was wondering do I need it to start an Express Entry Profile ? Is the online WES report and my IELTS results enough for the time being to start a profile ?

Yes, you will need to scan and submit the official paper report after you receive ITA. But you are good to get started on your profile with what you have already.
