Pretty difficult unless you are a PR. HRSDC will not issue LMOs so you can take an apprenticeship in Canada.

hi pls give ur suggestion/advice for getting apprenticeship in welding for permanent resident.
i'm waiting for DM & would like to get certification for my trade.

Check out the Province where you will be settling and google for certification/education skilled trades.
