Do you have a little more information?
Where are you looking to move to in Canada? Any relatives there? And if so which province are they in?
Have you had an ECA assessment on any of your qualifications?

I have not had any of the above assessments that's why I need help on how to go about it.

I do not also have any relatives or friends there but would want to apply to ant region where my skill as a welder is appreciated

It is good to get an assessment done, you usually need an ECA for immigration, but not always.
Sadly for an ECA you trades aren't assessed but if you have any other qualifications www.wes.org would be a good place to start.
