Web Designer with L-8.0,R-7.0,S-7.5,W-6.5 - Chances for PNP ?

Hi there all !

Let me tell you a bit about myself - Im a we designer with 3 Years of Experience based out in United Arab Emirates . I recently got my WES and IELTS and now Im planning to open my express entry profile .

I have few doubts here and hope that it will get resolved here .

1. As per the recent CRS score trend , i can see that I'm no where close to getting into FSW . What are my chances in PNP for Web Developers CRS SCORE ( 390 ) .
2. Im also new to this so is there any website to track the openings of PNP in all the provinces ?
3. Do we really require a agency to help out with the application of PNP ?

Meanwhile im also trying to increase my IELTS score to 8777 , so possibly a spike of CRS to 439 could happen .
