We didn't received CSQ invitation. What can we do? Inland spousal sponsorship from Quebec.

We applied for PR and OWP, application received by CIC on Dec 9, 2019. We received the AOR email on Feb 6, 2020. But we never got the email or letter inviting us to apply for the CSQ. We know that's the first step when you applied from Canada and they will not process our application further until we get the CSQ, but we can't apply for the CSQ because we never got the invitation!!
We have been checking all the forums and seems like everyone gets CSQ invitation a few days after getting their AORs. Applicants of late January 2020 are getting their CSQ invitations now. Everyone else from Dec got their invitations already. We don't know what to do. We called CIC several times but agents on the phone are giving different and contradictory answers. We completed the web form but never got a replied. Apparently they will only reply the web form once the processing time for the application has passed (1 year!!). They already made a mistake in my OWP application and seems I will not be able to work until we are AIP.
Please, we need some advice, is there anyway we can let them know we never got the invitation por the CSQ?

IRCC continues to process the rest of the app even if they don't have the CSQ. Did you check your junk email?

Yes, I did. We actually check junk mail everyday, also postal mail in case the don't email the application. Nothing.
You can ask your MP if they will inquire but given the state of current affairs, probably not. You'll just need to wait for the Webform response.

hello Canuck_in_uk, i've been actually looking for information about this since a while.
I thought that IRCC is not processing the application (except background check and medicals/biometric maybe) while waiting for QC's decision - they say that here (underlining added by me):

"If the sponsor meets federal eligibility requirements, CPC-M will inform the sponsor by letter and instruct them to download a MIDI undertaking kit, complete it and submit it to the MIDI along with a copy of the letter issued by the CPC. Evaluation of the permanent residence application is suspended pending receipt of a decision from Quebec on the sponsorship undertaking.

Since the sponsorship undertaking is assessed before the eligibility requirements for the class are assessed, sponsorship applications involving applicants who may not satisfy the requirements for membership in the spouse or common-law partner in Canada class may be sent to MIDI for a provincial assessment."


- but then, below, they say:

"If the sponsor meets federal eligibility requirements, CPC-M will do all of the following:
  • process fees and enter the sponsorship decision in GCMS
  • list the application for background checks and send a letter to the sponsor instructing them to download the MIDI undertaking kit, complete it and submit it to MIDI along with a copy of the letter issued by the CPC
  • refer the case to MIDI for provincial sponsorship assessment, initial evaluation and assessment of the application for permanent residence pending receipt of the decision from MIDI"

If MIDI approves the sponsor, CPC-M will do all of the following:

  • begin initial evaluation of the permanent residence application and assess the applicant against eligibility and admissibility requirements
  • enter information in GCMS to reflect the decision on requirements and advise sponsor and applicant of initial decision on the application
  • refer the case to the processing office for completion"
I'm confused - when you say that IRCC continues processing on the app, do you mean that they process things like background check, but the actual application (proofs, papers, forms etc.) is "waiting" until CSQ? Or do they process the app as usual (meaning that what's written under that link I attached is not really followed by them)? I'd be grateful for any explanation regarding this! Thank you in advance.

Regarding to your question, if you check the the spreadsheets of applicants from previous years you will notice that applicants from Quebec didn't have any updates on their applications until their CSQ was approved and received by IRCC. Background checks, medical requests, etc. are received way after by Quebec applicants and they must received their CSQ first.

hi there! I'm a QC applicant as you, but I didn't receive anything yet, even from IRCC (I guess due to current situation everything will take longer time). I was just specifically curious about whether (and how) the app is processed while in the "getting CSQ stage", since the official page says one things but I've seen other opinions here as well
