we can't get the transit visa in time, can we get a temporary one at airport?

We are Chinese student who hold U.S F1 visa in U.S.A. We applied for the transit visa on April 12th, 2013, yesterday(May,13th,2013) we went to New York Canada Consulate but was told they are still process the visa applied befor March 15th,2013, So they forced as to withdraw the application and we give our passport back.

We stay at Toronto airport overnight, and the airline company doesn't satisfy the "Chinese transit program" which can let us transit U.S airlines to Sunwing without visa, the vacation package can't be cancelled?

What we can do now? I heard that sometimes the CBIS at the airport can give you a temporary visa that allow you to stay at the airport?

some who has similar experience can tell us? Really appreciated! feel worried.

Airlines must verify that a traveller has the correct visa before letting them board the plane. If you do not have the Canadian visa, they will not let you on the plane in the US.

If the airline did fly you and you were refused entry on landing in Canada, the airline would have to pay to fly you back to the US and could also face a fine.
