Way to inform OINP about expired and new profile.

Please suggest me
What is the best way to inform OINP about my new EE profile as my previous one got expired. I want to link my previous one with new profile.
SHould I inform via email or raise a webform?

If someone faced such issue Guide me please.
Help will be greatly appreciated.
