Want to file under Skilled worker[Fed prog.] Need guidance..Urgent

I am an IT Professional from India and currently working in US on L1B from an Indian MNC. I am planning to apply for Canadian PR but having couple of doubts.

1. Since I am on L1, any time I may need to go back to India, I have been here for more than a year so by going through the forum I found that I can apply opt for Buffalo office or New Delhi office. Which one should be preferred? My current resident country would be US. Can I change it later?
2. I came to know that If I am having experience of Information Manager/ similar role then I can apply for PR under " FSW category". What is FSW category and where (in which form) do I mention that I want to apply under FSW ?
3. On an average how long does it take to get PR if I apply say in Oct 2009 end?

Apply from your country of residence, later if you move to India, let them know of your address change and they'll transfer the files over to your local CHC

This is surprising that u dont know the FSW, u cant apply for PR directly without applying for FSW first, FSW is Federal Skilled Workers' category
3. On an average how long does it take to get PR if I apply say in Oct 2009 end? It can take upto 2 years depending on timelines of your local CHC

Thanks Ahmad for your reply.One consultant contacted me and told me to apply as soon as possible as Canada is to remove IT from Skilled worker category and after that it wont be possible for IT guys to apply for PR. Is that true?

First and foremost, if you have no idea about the canadian PR process, then thoroughly go thru the documents in my signature below.

agreed with windtunel.

You don't have to hire a consultant at all.

Go over the docs suggested by Windtunnel and you should be able to find way your self.

The only category for IT you can apply is 'NOC-0213'

Don't believe those consultants. Some of the guys already answered your questions.

Go thru' the guidelines and you can file your application without anyone's help. It's really easy process but you need to do you HW before applying. I spend almost month to study those materials.

If I give you my example; I am going to file my application within a week. I am on H1B but I have selected New Delhi because as per my observation and as per immigration gurus of this forum, Buffalo is very slow in terms of processing our application. So I recommend you to file from ND.

You can apply under Federal Skilled Workers' category with NOC '0213'.
It don't matter what is your designation, if your duties are same as 0213 then you can apply under NOC 0213.
