I got approved for a WH visa almost a year ago and still haven't entered Canada. I don't want to move to Canada just yet, but I might want to next year. Can I enter Canada, activate the visa, then leave again without having the two years of health insurance? Or will they just reject the visa on the basis of no health insurance? I'd have travel insurance, but don't want to shell out for the two years' worth...

Sure you can enter Canada at any time before your POE letter expires and leave again until later, BUT you must meet the entry requirements as though you were staying for the full 2 years.

So you must present 2 years travel insurance else anything less and your permit will be shortened to map to the shorter period, no chance to extend it later. Also need to show the 2500 cdn as well.

If you have no insurance at all to show then they wont even issue the work permit, but just let you enter as a visitor.

No way around this unfortunately so look for the cheapest no frills insurance.

Also note as sure you know the IEC POE is a use it or lose it one time opportunity so no chance to participate in the IEC again.
