Your common law partner has a multi-year (7 year?) overstay in the UK. There is zero chance a TRV is going to be approved with this history. Canada won't grant him a visa given his history in the UK since they'll be concerned he'll abuse his visa privileges here as well. If you're concerned about that Sri Lankan person who received that Procedural Fairness letter, you have to understand that is a very unusual circumstance. It's possible either that person had more to their story, or the officer was being overzealous. Applicants definitely are granted PR with overstays all the time.
