Yesterday I received my PPR email in which they ask for my CSQ, a copy of my passport, and my ROPR fee receipt. As of right now I can't afford to pay the ROPR fee, but have all of the other required documents and would like to send them in. However, it asks that I send everything in together.

I was under the impression that you could get COPR without paying the ROPR fee. If I could I would like to send in my CSQ and Passport now, and then pay the ROPR fee when I land. Is this possible, or do I have to pay my ROPR fee before I get my COPR?

I don't think that they will issue a visa without the RPRF. I think it's only inland applicants that can pay the RPRF during their landing interview (as it's done at a CIC office), where for outland, you need to pay before.
It doesn't need to be on your credit card - it can be anybody. So if you know somebody who can lend you the 490$, then ask them to pay with their card, and make sure you include the UCI etc on the receipt so they can match it to your file even if the card is under a different name.
