Waiting time after medicals?

I applied to sponsor my parents (living in New Delhi) in 2007 and was approved as a sponsor in about 3 years. Then my parents sent in their paperwork to the processing office in New Delhi. Its been about 15 months since. My parents' medical reports and passports were received by CIC on Jan 7 2012.
Does anyone know how long it takes for a decision after the medicals? It's a little over 2 months at this point.
Also, if my parents need to travel outside India in the meantime can they ask for the passports? Will it affect the processing time?
