Waiting for my work permit, can I apply for my wife and son now?

Wondering,

I have applied for my TFWP last Sept, online from UAE. Still waiting for the process which according to CIC website takes 9 months. My question is, can I apply for my wife SOWP now, even my permit not yet approved? Along with my son?

1 Not for a SOWP has you haven't received a work permit, you could add them as accompany as visitors.

1- my application submitted since sept 2014, can I still modify it and add my wife as a visitor accompanying me? And does this changes delay for my application?

2- will she be able to work with visitor visa in canada?

She cannot work in Canada as a visitor. She needs a work permit. She can apply for an open work permit once you have your work permit.
