Waiting for my pr passport request(engaged to a citizen)

I need help..i am a filipina,im just waiting for the passport request since oct 2015 for my pr here in newfoundland.(under pnp)

I got engaged this new year of 2016. But my fiance (quebecan) got layed off in nl and he needs to go back to quebec tomorrow.

Is it possible for me to transfer in quebec once i got my pr granted like pr card confirmation etc received.

Will it be a problem and should i be honest enough to tell the officer of my intention to transfer in quebec once i got my confirmation of pr.

We are 17 months officially together but have been dating him for 20 months. So when i started applying for pnp june 2014 we just started dating that time until it became serious and we finally got engaged.

But marriage will be on 2017 since we wanted it to be well planned. He wanted me to follow him and live in together even if im not that good in french yet.

But he says if there will be a problem moving in,we need to get married asap.

I personally think you need to tell the officer of your ultimate intention. Let me be clear. As a PR you are free to move wherever you want to under the mobility doctrine as embedded in the constitution.

The only problem may be your marriage as the marriage issuing authority be it religious (or non-religious) may rescind any marriage certificate if they find that your PR was granted under circumstances where you obtained PR by stating intentions to move to NL (in the PNP application), and then not even trying to get a job or make an attempt to settle first in NL and moving to Quebec instead.

Please note I'm not a lawyer but I think you at least have to make an attempt to settle and find a job in the Province which nominated you before you can move to another Province.

Stay in NL, get your PR, after it you can do whatever you want. PR first, everything else later. And your plans can change anyways, who knows how things work (I don't imply any negative here.) Getting your own PR will help you to be independent no matter of your matrimonial situation.

PNP Inland is processed relatively fast, you'll get your PPR in a couple of months. Completing formalities and receiving your PR card will take another 3-4 months. It is not such a big deal to spend this time in NL. Saves you lot's of trouble.

We are just bit worried if there will be a hassle to move on the later part of the year after i got my card etc. Coz i read like i need csq if intention to move quebec or atleast a job offer before moving in to that province.

You may be right because in Express Entry they say you have to plan to live outside of Quebec. This is because Quebec has its own immigration program. I think because you applied through NL PNP to be safe try and find a job and settle in NL (at least for a year). Then you can move to Quebec. Otherwise you're right they may take away your PR card.

I understand what you're saying but the reason I think you need to stay in NL for sometime is because Quebec has a different immigration program compared to the rest of Canada. If you move to Quebec the PR that you got through Express Entry (which does not apply to Quebec) may be in jeopardy.

I don't mean to be a downer but its better to be safe than sorry. Are there any experts who have moved to Quebec after getting PR? Was there a problem given Quebec has its own immigration program?

I know about the case (not in this forum) when similar situation (switching from Ontario to Quebec at the last step - and it was just for a short contract work, by the way! That person was going to return to Ontario after 1 year!) resulted in PR application being sent back for reconsideration and then it was rejected. Such a waste of time and money.

Being engaged is not equal to being married. It is a tradition - not a legal status. And theoretically your fiance may easily get another NL job offer and then return to NL. Just think about it. Your status should go first, it is a priority now.

I think not rushing here and getting PR first, then the card, then making (or not) decision to move to Quebec (because technically this decision has not been done yet! Therefore, no need to tell about it.) is safest.
