Vistor Visa (TRV) taking too long

Hello all, I had applied for a visitor visa on 24th June 2019. My visa had been rejected 3 times in the past (2017 twice and 2018 once) because I did not attach a lot of things like assets and all, all three times. Last time it was rejected due to these reasons;

• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you have sufficient funds, including income or assets, to carry out your stated purpose in coming to Canada or to maintain yourself while in Canada and to affect your departure.

After my rejections, I applied for the US and got 10 years B1/B2. This time for Canada visa, I have an invitation letter (a proper letter just was Visa purposes it was sent) from a medical conference as I am a medical student. I feel I have met the rejection criteria for the last time rejection as I traveled to the US and India last year. Then I have a proper purpose of visit. Lastly attached proper financial documents that I didn't submit last time. With bank statement of CAD 25000. My issue is what are my chances to get the visa? As well as it has taken extremely long for a response. Submitted a webform and no response. These are my timelines:

Applied: 24th June 2019
Received: 24th June 2019
Biometrics Request: 25th June 2019 (before when I applied biometrics were not required so 1st time I gave)
Biometrics completed on 28th June 2019.
Processing time from the country I stay in (BARBADOS so it is processed at Port of Spain Trinidad): Was 14 days then changed to 11days and presently is 9 days.
I haven't even gotten Biometrics Corresponding letter.

This what it says on the account:

Previously the rejections would come in 11days (including weekends). Please help me on what to do as my conference is on the 4th of August and the passport will take 2 days to come back. So my questions:

1. I know it is impossible to tell if I will get Visa or not but still, what do you all think will I get?
2. What do I do now as it is taking so long for my visa and my conference in a week with no response from Visa guys?
3. Is it okay if I canceled my hotel booking to get my money back after I submitted my Visa application ( I mean will they check all of that?)
4. I know it is impossible to tell but still, what does it mean if it is taking long ( does it mean I will get Visa)?

What I do know is that taking so long doesn't mean that you will get the Visa because I have read that a lot of prople got rejected after waiting so long.

Yet I hope you will get the Visa this time ^^

@Maslan I got my passport request on 7th August with my Biometrics correspondence letter. I submitted my passport on 7th its self. Just waiting for the status to change online and receive my passport. Hope I get Visa till the end of my passport expiry after all these rejections. What do you think?

It's possible, getting rejected many times doesn't mean you will not get the VISA... I have heard that some people got their VISAs after being rejected many times.

In my opinion, I think in some cases it depends on the officer who reviews your application even if everything is fine but they give you a rejection based on their mood.

The fact they requested the passport is a positive sign you may get the visa.....99% of the time passport request means approval
