It's impossible for any of us to say if you qualify to apply for PR based on the limited information you have provided. You might qualify or you might not.
You'll have to research Canada's immigration programs to see if you qualify for any of them. You don't qualify for CEC since you don't have at least one year of work experience in Canada. You may qualify for Express Entry if you have at least one year of skilled worked experience (either inside or outside of Canada). To apply through Express Entry, you will need to complete a language test and have your education formally assessed.

You'll need to take either IELTS or CELPIP before you can apply for Express Entry. You can't apply until you've taken one of these tests and have the results.
