Visitors Visa to Student Visa please help

Situation:

Came here in July 2016
Extension approved til January 2018
Applied Student visa August 2016
Rejected September 2016
Reason: application should be made outside Canada and visa is valid til 2018

My question is can we apply inside canada a month before the expiration of the visitors visa or go back to our home country and apply there?

The study permit cannot be processed within Canada. The application has to be sent outside of Canada. That's why your first attempt at the study permit was refused.

you can apply through the canadian visa office in LA usa if you are still in canada.

and No you can only apply 6 months minimum to the expiration of your visa.
