My girlfriend applied for visitor visa from South Africa ,she was refused first time with reasons of insufficient funds.
Second time I sent in invitation letter along with the proof of funds.
This time refused again no family ties in country of residence as well as not enough opportunities of employment in country of residence.
How do we respond to that?
 
So she is single so has no family ties,, and wanting to go to Canada to visit a BF. Those are red flags to IRCC that she will overstay and/or get married. So she needs to show absolute proof to return with job letter and approved leave, business, income properties as well as showing that she has many job opportunities in SA. Due to turmoil in SA it will be difficult.

She submitted all that. She has a great job with mining company for the last 17 years and gets paid pretty well as well. She has a house in her name, provided the job letter .
First time they refused insufficient funds ,she did application half heartedly.
Second time I sent her the invitation,along with the proof of funds in her name..
And employment letter stating the leave that she has of 2 weeks. And she has to return to SA because of her job and her pets.
Q. is why she was not mentioned these reasons the first time .
This time different reasons . They are just full of crap.
