visitors applying for study permit from within Canada ?

Hello,

1- I am a visiting PhD student in an academic exchange,
2- I've been accepted in the University Of Calgary (a designated Learning Institution)

according to the new regulations, effective June 1st 2014 :
[Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution.]

I tried to apply online but the questionnaire results tells me that I am not eligible :(

I phoned the CIC's call center now about the online application,
I shocked,
they told me that:
as a visitor, to apply for the 1st study permit, I have to send my application by paper to an office outside Canada,
so, what is the effect of the regulation change?

I got confused again,

can anybody help, please !

My situation is almost same as yours. I'm currently in Canada, my initial plan was to proceed with the study permit application while I'm here. However due to some implications, I was advised to go home and proceed from there. I applied for a post secondary program and got accepted.

Since you are an academic exchange, I think you can apply within Canada as it is mentioned in cic website. CIC call center agents might not yet aware of the new regulation thats why they told you to apply it outside Canada.

Lets wait for the experts and others who has the same situation though.

I have the same situation, I am a visitor, but I am planning to apply for a study permit inside Canada. I have been waiting for the new regulations. But even now after it's released, I am a bit disappointed, I think everything is not fully updated yet, like the forms, the information in the website, even when you call/talk to CIC person, they are still refer too the old regulations.

Hopefully someone more knowledgeable about this will give share us some insights....... ;)
