Visitor work permit question

I wondered if someone could help me.Myself and my common law are from the Phillipines.I am a permanent resident of Canada and my common law husband is a permanent resident in the United States and he is a green card holder.He would like to come visit here and work while waiting for his application for permanent residency in Canada..my question is will he be able to apply for a working visa so he can work while he is here?

I assume you sponsored him using the outland route. If so, he does not qualify for a work permit. To work in Canada, he needs a full time job offer from a Canadian employer and an approved LMIA so that he can apply for a work permit.
