You can write to the relevant visa office to request for the TRV refusal letter to be emailed to you

You have not been clear in your replies. If you had linked your paper application to your online MyCIC account, then that's why your refusal was sent to you by email.

Either way, you can email the relevant visa office to request for the refusal reasons

@Bryanna i read somewhere there is new rule for Indians like they send refusal email in advance and then after a week send you passport back without visa ..
