visitor visa

Hi everybody,
Since this is my favorite forum I wanna ask a question here and I hope someone can help me.
My friend is Syrian, he has a syrian passport, he's in Malaysia right now and he applied for a visitor visa, he has been asked to provide a photo of himself and fingerprints too, does that mean he's has been accepted to visit canada? if yes, how long does it take to get a final answer or get the visa itself?

No - this doesn't mean he has been approved. The information they have requested is required to continue processing his application (likely background / security check). Unfortunately it's really impossible to say how long he will still be waiting before he knows the decision in his application. The overall processing time of the visa varies from individual to individual and can be anywhere from a few days to several months.
