Can Visitor Visa be changed to Student Visa after arrival in Canada??

You need to apply for the study permit through the visa office outside of Canada responsible for your home country.

And I had applied for visa earlier where twice my visa got refused so will it affect visitor visa???

Yes - it most likely will. Make sure you declare the two study permit refusals in your visitor visa application.

If the study permit refusal was recent, I would wait several months (6-8) before trying for the visitor visa.
