Visitor visa to family of USA citizens planning visit to Niagara Falls by Car

I and my wife are USA citizens residing in Michigan and expecting visitors from Lebanon who did not have the time to apply for visa to visit Canada, but already have multi-entry visa to USA. Is it possible that they can get entry visa from Sarnia immigration border.

VISA INFORMATION

Persons wishing to travel to Canada who are not U.S. citizens (ie: foreigner) may be required to get a tourist visa from the Canadian consulate in the country from which they are arriving from. If you are in the USA on a visa and wish to visit Canada while in New York there is no Canadian consulate located in Niagara Falls. YOU CANNOT OBTAIN A TOURIST VISA AT ANY OF THE BORDER CROSSINGS.
