I recently came back from Canada in July 2013 and decided to apply for my study permit as i had gotten into a college there, but i was refused the permit because they believed i lacked sufficient funds for my studies.

After my passport was returned from the visa office i decided to just renew my visitors visa and stick to school in Jamaica (i already have an acceptance letter from the school here) but i was refused the visitors visa as well, because they were unsure of the purpose of my visit.

When is the best time for me to reapply for my visitors visa?

Hey, sorry to hear that :(

There is no "waiting time" to re-apply, you can do so straight away but please keep in mind:
They were not satisfied with your current situation, so the concerns that made them deny your application will need to be addressed (either by your personal situation changing OR presenting SUBSTANTIALLY more proof to address the concerns the Visa Officer had).

Some years ago I was denied a student visa, I reapplied immediately, providing stronger and concrete evidence covering each of the officer's concerns (the ones on the refusal letter) and was granted.

So if you are planning on re-applying, its not a matter of time between applications, its a matter of your personal circumstances as seen by the Visa Officer ;)
