Visitor Visa rejected (some what) 2 years ago

Hey guys, I am about to submit my express entry profile and I had a couple of questions. Back in 2015, I had applied for my Canadian Tourist visa and submitted the documents, fees etc. I received an email from immigration department that a decision was made and they would like me to send my passport. Unfortunately, circumstances had changed by that time and I did not send my passport for stamping. After 4-5 months, I received a a notice that my Visa was rejected. So my question is, once I submit my profile, should I mention my Visa was rejected and explain the situation? While making the express entry profile, do I need to mention that my Visa was rejected? Please help!

If you received a notice that your visa was rejected then, Yes, you need to indicate you have a visa rejection in your history, when you answer the Statutory Questions. Just upload a Letter of Explanation, explaining what you just explained to us. It appears lots of people get their PR applications approved with visa rejections in their history, so it should be fine. What won't be fine is trying to hide some aspect of your history and not being completely honest or not fully disclosing everything about yourself that IRCC needs to know...
