Visitor visa refusel inquiry

hv applied visitor visa on 5/6/2017 at vfs chandigarh India. But today I got passport with refusel letter mentioned following statement :- Other reasons: Given economic conditions, employment prospects, considering your travel history, economic establishment and family ties, I'm not satisfied that you would respect the terms of your admission as a temporary resident in Canada. Plz anyone tell that what is excact meaning of this. Even I shows all ties

You'll need to provide you full profile: your current employment situation, country of citizenship & where you're living, where you have traveled in the past, how long a trip you requested to Canada, what ties to your home country you provided, etc.

My profile :--
My real elder sister is permanent citizen of Canada since 2008.
Im 38 years old married with 2 school going daughters and 1 two years old baby boy, Mother,father and wife in India.
I'm electrician supervisor in cooler industry since 2010. I'm owners of 1.8 crore of agricultural land and residential house. My mother got super visa of 10 years in 2013 and been to canada once.
Documents atach with file:--
1. C.A evaluation report of agricultural land and house worth rs 1.8 crore.
2. Bank statement three months old worth rs 3 lac.
3. Valid Indian passport.
My sister's documents :- 1. Invitation letter
2. ITR returns.
3. House documents.
4. Her job letter
5. Bank statements.
6. Sisters husband's job letter

I request for only one month visa to visit my sister as we didn't met with each other since 2010. So we requested visa for family reunion, visit my sister's .children.

bank statement is very low , atleast should have 10 lacs and ITR does they show agriculture income .
