Visitor Visa Refused in 2016. Which question should I put Yes?

Hello All,

I got nomination by ON and filling up my forms after getting an ITA.

I have been refused a temporary resident visa in 2016. Where am I suppose to mention the same?

Has XXX been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

OR

Has XXX ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

I would answer 'Yes' to both. Assuming it wasn't for any criminal reasons or reason of misrepresentation, make sure you include a Letter of Explanation (LOE) to explain what happened. Don't wait for CIC to ask...
