Visitor Visa refusal for my fiancee from Bangalore in Feb 2016

Hi friends,
I am on work permit in Canada since Oct 2014 which is valid till Aug 2016. I also have submitted the documents for my PR through express entry in Nov 2015 and hope to get my PR in next couple of months. Meanwhile my fiancee applied for a visitor visa from Bangalore in Feb 2016 and she got a refusal.
She is a full time employee at a private company in Bangalore and staying with her parents. I had clearly stated in the invitation letter that i will take care of all her living expenses while she is in Canada including her flight ticket expenses once the visa is approved. I had submitted my sal slips, bank statements,employment letter and showed enough funds of arnd 10000 CAD. I mentioned her as a friend everywhere and not as my fiancee.
She also showed her bank statements, salary slip, employment letter. She had less bank balance, so I transferred money to her bank account and showed the statement to reflect 1,50,000 INR. She has never travelled outside India before.
we had mentioned that she will coming here for only 2 weeks and she will go back and report to work immediately after 2 weeks stay in Canada. I had not booked the flight tickets for her however i had mentioned i will book the tickets once the visa is approved and she will be staying with me at my place during the entire time.

Inspite of all this evidence, her visitor visa got refused and the refusal letter had the following check boxes ticked :
You have not satisfied me that you would leave Canada at the end of your stay as a temporary
resident. In reaching this decision, I considered several factors, including:
travel history
Current employment situation
Personal assets and financial status

I am not satisfied that you have sufficient funds, including income or assets, to carry out your stated
purpose in going to Canada or to maintain yourself while in Canada and to effect your departure.

I wanted her to get the visitor visa so that she could travel back with me immediately after marriage. It will be very very difficult to get the visitor visa once i get a PR and we are married. My marriage will most probably happen in May/June and before that, i am hoping i will be getting my PR since it is just a wait n watch game for me now. Once i get a PR, then going through the family sponsorship is a lengthy process. Atleast if she has a visitor visa , then she can travel immediately with me n stay for max 6 months, then apply for extension.

Any help or suggestion regarding my situation is highly appreciated.

I'm sure CIC has figured out that she's not just a friend - I think this is probably very obvious to them. It's probably going to be difficult to get an approval but you can certainly try again.

Are there any further ties she can demonstrate to her home country?
Did she include a letter from her employer confirming that she will only be away for two weeks and will then be returning to her job?

She stays with her parents at their own house. She has been in Bangalore all her life.
We submitted the employment letter stating her date of joining the company and her current designation. We did not seek a separate letter from her employer regarding the leaves. However we did mention that her leaves have been approved for 2 weeks and her reporting date was clearly mentioned in the letter of explanation and invitation letter.

Now if not the visitor visa, other alternative best options i can consider ?

I can only take a guess -- and my guess is that CIC considered her situation and determined that she did not have enough ties to her country of origin to persuade them that she would return. She's proven she acquired a job, but did the letter state she has ongoing employment? What was the date of her employment letter?

If CIC saw, on your bank statement, that you transferred money to her, they would have to assume that she didn't have much money of her own. They also probably figured out that she's more than a friend to you -- so any slight suspicion on their part would probably be enough to cancel the visa. (No offense, but, if I were the CIC officer, I would wonder what you guys were up to...)

In addition, living with her parents probably didn't help matters. It's harder to leave the room in your parents' house, but much harder to walk away from the lease of a rented apartment. I may have appeared to CIC that she's moving to Canada.

If you want to re-apply, I would suggest a clearer letter from her employer and some other evidence of ongoing employment indicating that she is expected back at work on X date. Also, a return ticket would help.

Given my current situation of work permit and ongoing PR process, what would be best approach to take so that she travels with me immediately after marriage without any visa complications?

There is no approach that will guarantee she can travel with you immediately after marraige without any visa complications. If she has already been refused once, it's quite likely she will be refused again and you will have to be separated for a number of months while you move to Canada and sponsor her - and she waits for the PR application to be processed in her home country.

If you want to avoid being separated, the only option is to get married sooner and include her in your PR application. Then you will both be issued with the PR visa at the same time.

My EE score is 451. I got the ITA when the cutoff was 450. Now if i do get married before i get my PR and include my wife's application along with mine, my points would reduce and will go below the lowest EE cutoff of 450. Would that not stop my own PR processing in the first place ??
