Visitor visa refusal for 2nd time apply.

I am government employee in India and i uploaded all the documents regarding my employment and my mother has their own house.
My cousin live at Canada with PR. He sponsor me for my visit his annual salary is 165000 CAD. All the supporting documents also uploaded by my cousin brother.

I and my family members (i.e. Mother, Spouse and Son) apply for TRV of Canada.
My first application timeline is as below.

submission confirmation - 27-12-2019
Biomatrics letter generated - 28-12-2019
Biomatrics given to VFS - 02-01-2020
Biomatrics Validity letter received - 10-01-2020
Final Decision with refusal - 13-01-2020

Apply for GCnote on Dtd. 16-01-2020
Received GC note on Dtd. 17-02-2020

2nd application timeline is as below

Final Decision with refusal - 29-02-2020

It is surprise that the I apply with my family members (i.e. Mother, Spouse and Son). But IRCC Approved TRV of my son on 27-02-2020 and send the Original passport request. My son is 8 years old. Out of 4 nos. of TRV IRCC approved only my son file and give refusal for balance 3 nos. of application. It is possible ?

What can i do now please give some advice to me.

What's the reason on the GC note on the first refusal?

GCnote reason is my family ties in home country is weak hence the expense for purpose of visit is not reasonable expenses.

But in my first application i am not uploaded my employment leave sanction letter and NOC for Government employees.
my service tenure in my employment is 15 years.

But in 2nd application i upload all the employment documents including my explanation and proof of return with duly notarized.

But the things is that in bulk application of 04 nos. of applications of family members. IRCC approve only my minor son TRV and our TRV refused.

IRCC also done the same in my first application they also approve my son TRV in first application also. Because i am not submitting any additional documents in my son TRV for 2nd application.
