Visitor visa put on hold - Indonesia

Hello I am applying for a Temporary Residence Visa (TRV) from Indonesia for work in a research institute under the 120-day work permit exemption for researchers pursuant to Global Skills Strategy. I applied back in September 23 2024 and received an application on hold letter on January 13 2025 which puts my application on hold until further notice.

Quoting the letter,

"Government of Canada policy decision to pause visas for processing from Indonesia because of its lack of cooperation on issuing travel documents to nationals who are being ordered to leave canada. Once this policy has been lifted, IRCC will continue processing your application. The Order in Council has been issued under section 87.31 of the Immigration and Refugee Protection Act (IRPA) and affects processing of applications from citizens or nationals of a country that has been found to have been unreasonably refusing to issue or unreasonably delaying the issuance of travel documents to citizens or nationals of that country or territory who are in Canada.".

May I know if anyone else has experienced the same issue, be it citizens from Indonesia or other countries?

I am not sure whether this is specific to me, that is, whether they found problem in my personal background or submitted documents, or it is a country-wide problem. Although the letter makes it sound like it is a country-wide issue, I have not heard a single report on this matter online, which makes me think that this might be only specific to my application.

Please let me know if you have any thoughts on this!
