My mum's younger sister is suffering of stage 4 cancer in Canada, she already underwent an operation to remove a large part of the cancer, but now the cancer has spread in her bones and is quite serious, my mum, who has traveled to the US on a B1/B2 visa twice already in the past two years, wanted to visit Canada for the first time, to visit her ailing sister in Ontario and also wants to visit her elder sister living in Vancouver as well, who is paraslized and living in a old age home.

I applied for my mother on June 12, 2019, got the confirmation the same day of the submission, on June 13, 2019, got the letter for my mum to get her biometrics done, which was submitted on June 18, 2019. No response after that yet till today. I am not sure how long it will take. its the 41st day today including weekends and non-working days. How long more will it take for a decision to be made, we also uploaded the doctors diagnosis of my aunts condition as the reason for the visit with proof of the relationship before marriage that my mum and her sister are real siblings. there is no change in the application status yet and no request for passport yet as well. Can someone advise what are the sign of this long and traumatising wait period???

Unfortunately, there is no mechanism for handling a Temporary Resident Visa application on "compassionate grounds". It will be treated as any other visa application, unless someone unofficially bumps it within the Visa Office.

Unfortunately it's really impossible to say. Processing can take anywhere from a few days to many months. Each application is individual.

41 days isn’t a very long time. Assume if your mother is also a senior and living in south East Asia (guessing) she will likely also be asked to pass a medical if she is approved. Along with strong ties to her home country she will have to show that she has the funds to cover the cost of her travel.
