Hi All,
my Mom stayed in Canada and left back to home country by mid of Ocotober. She is holding multiple entry visa. Now she wants to visit again in November. Can she travel? Is there any minimum timeframe she should wait before visiting Canada again for 2nd time?

No.

Regardless as a visitor you are expected to stay more time in your country of residence than in Canada at least for the last year. Be careful not to be abusing the TRV.

A visitor visa is meant to be used to visit, not to live or stay long term (unless you have a supervisa which lets you stay up to 2 years). By returning to Canada very shortly after leaving, it will raise suspicions that your mom plans to live in Canada, and either your mom will be refused entry, or she will only be allowed to stay a very short time, like a few weeks or something, it will be up to the officer.
