Hello everyone,

My apologies if I have this inquiry in the wrong thread, but I'm hoping someone can assist.

My cousin applied for the Manitoba PNP, however, the application was declined in March 2017 because he did not provide documentation for his Manitoba supporter. In addition, there was a note stating that a full review of the application was not performed.

Now my cousin is in the U.S. on a 6-month visitor visa (arrived in May) and is looking to cross over to Canada.

I recommended the student approach, but does anyone have any other suggestions?

I think he can apply for a Canadian visitor visa, but how easy is it to adjust one's status if one comes in as a visitor?

Will the Manitoba PNP raise red flags on any subsequent CIC application (e.g. visitor, student, etc)? What are his odds for the Federal Express Entry program, since he doesn't have a job offer and there are no suitable options for a PNP?

Feedback is greatly appreciated. Happy to provide additional details if needed. Many thanks!
 
Has he looked at the various program to see if he is eligible for one of the economic immigration programs? It is not easy to switch from a visitor visa to a work visa and would take a long time even if approved.
 
A student visa or TRV from the US will likely be difficult to obtain. Both require strong proof of ties to the home country, which is difficult to prove as a temporary resident of the US. His PNP application will probably work against him in this instance, as it could be perceived as a bit of desperation to enter Canada and overstay.
