Visitor visa got rejected

Hi i am the permanent residence of canada. We are 3 brother and sister and we all are here in canada. I sponsered my mom and dad under family case but there case was rejected because my father was not medically fit.. and because my father was the principal applicant my mother also got rejected .. its been almost 4 years and i am applying for visitor visa for my mom so that she can come visit us and our kids.. but everytime they are refusing saying that they are not satisfied and not sure that she will come back .. its really hard for us to go to india every year.. please if someone know anyting regarding this please do help me.. i really want to see my mom.. and want her to come visit me my kids.. please

1. When did your mom apply previously for a TRV?

2. Did your dad also apply for a TRV along with your mom?

3. Regardless of the previous TRV refusal reasons, your mom has more family in Canada than in India + her previous PR application collectively indicates the strong possibility of overstaying her visit or even applying for H&C
