Hi! Is it possible a person who has no status in US to come to Canada?

There's effectively zero chance the visitor visa will be approved. To be approved, you need to show ties to your home country and demonstrate you have no plans on remaining in Canada long term. Pretty much impossible to do that if you have no status in the US. If anything, that is evidence that you've violated the terms of stay in another country which places you in a high risk category (from CIC's perspective) of doing the same in Canada.

I honestly wouldn't bother applying. It will be a waste of money. Same goes for a work permit or study permit.

I would focus on applying to immigrate instead.

If you are a legal visitor to the US - that's different. The OP was asking about someone who was out of status.

If you are legally in the US on a visit, you can certainly apply for a visitor visa to Canada and it's certainly possible to be approved. Generally speaking, I would recommend that you apply for the Canadian visitor visa from your home country since it can take time to process an application (sometimes months) and your stay in the US cannot be long enough to get a visitor visa approved.
