Visitor Visa for twin children born outside of Canada to PR parents

Hello,
Me and my wife traveled to Canada for a week in July 2023 to validate our Permanent Resident status and requested our pr cards (received and brought to us in our home country by a friend).
When we returned to our home country Algeria, my wife got pregnant and we had to wait to deliver the babies.
Now, we want to go back to Canada and we have to apply for a visit visa for the twin.
We have the option to apply via gckey or via the new ircc portal.

The problem with gckey is we have to create a separate account for each baby and we are afraid that one child get visa and the other get refused as they might be treated by different visa officers.

With the new ircc portal, there is the option to create multiple applications.

My questions:
1 should I create the ircc portal account with my information or with the name of the child's.

2 if create with my information, how to exclude my self and apply only for the twin children?

3 I saw in youtube the steps of creating an application and there is a question about representative, should I answer yes or no?
