I am a Canadian citizen. I have a 50 years old sister in home country who is unmarried and mentally sick since many years. Can she get a visitor visa for her mental treatment in Canada
 
She can certainly try applying. You will need to demonstrate that you have funds available to cover her treatment in Canada since it obviously won't be covered.

but we also need a letter from a psychiatrist showing that she will be accepted as his/her patient when she arrives in Canada. We need this letter in supporting documents to visa officer. I have contacted a few hospitals and psychiatrists but no one is willing to write this letter of acceptance.

Yes - you do need a letter. I can't help you there - you will have to continue contacting doctors until you find someone willing to accept her.
