Visitor visa for spouse (Sister is PR but does not reside in Canada)

I am a Canadian citizen living in Abu Dhabi, and plan to visit Canada this july. My wife requires a visa to visit Canada.Her sister has a PR card since 2009 but has not lived in Canada. In the family information form I am not sure if I should put her sisters Canadian address or her current Abu Dhabi address.

Would the visa office question my wife why her sister is not in Canada because her address is in abu dhabi and not in Canada?
