Visitor visa for son not included in sponsorship

I sponsor my husband 1 year ago.
he has a son from a previous marriage, we were unable to include him in the sponsorship, since his mother didn't give permission for him to get a passport or examination, my husband sign the document stating he wouldn't be able to sponsor him in the future.

I was wondering if it will be possible for my husbands son to apply for a visitor visa to visit us in Canada?

In order to apply for a VV he will need to get a passport regardless -- depending on the country that issues his passport, he may not need a VV and just an ETA -- i suggest looking that up!
