Hi, I'm a Canadian citizen. I'm planning to apply visitor visa for my parents. Now we have new portal for applying visitor visa. Do I need to obtain any authorization letter from IRCC or PHAC to apply for visitor visa ?

No just apply for a TRV

Hello, Can I apply for my parents visitor visa using my IRCC account or I need to create a separate account for them? I am doing all the paperwork and was wondering if I can submit their application from my IRCC account. Please, if someone can respond that would be very much appreciated.

They need their own account.

I believe you don't have to.The new portal was confusing to me. So I jam just using gckey the old way to submit the application

I am pr holder living in Canada, I applied normal visitor visa for my parents who were in Srilanka, but my both parents visa got refused. What do I do now.

Why were they refused? They need to address reasons for refusal if they want to reapply. Was one reason funds? If so do you meet LICO to apply for supervisa. They would need passed medicals and one year of paid health insurance.
 
It is a general letter. It says not enough funds. No ties everything
So those are two reasons:
- How much in funds/bank accounts/liquid funds did the show? How long was the visit? Your funds/income for a TRV do not need to be considered.
- What are their ties to home country? Job with approved leave, business, children under 22, investment properties.
