I recently got my PR stamped on passport, but not landed yet. I would like to have my parents, from India, visit me in Canada later in summer this year. Any advice on how to go about it? They have already visited US a couple of times. Should they mention about my PR etc.? What is the best way to get visitor visa to Canada from India?

They have to apply visitor visa go to www.cic.gc.ca for forms and info. They don't ask about your status in Canada or PR but one of the requirment is they have to attach invitation letter stating the reason why you are inviting them from you, you can send the letter to your parents, they then attach with the form and apply. The best way is your parents have to show that they have ties to India and convince the visa officer that they will go back after visit. They have to attach property documents(if any) , job letters/business papers(if self employed), bank statements and anything that shows strong ties to India. There is no guarantte or any formula if they can get visa or not.

The fact that your parents had records of travel before might help. Starzibal had mapped it pretty well: ties to India (good job, family, properties), and a letter of invitation from you. So this means you land, establish your residence here and then send them your invitation. There is no iron clad formula to get a positive outcome for visitor visa. They can only try to convince the visa officer they will be going back to India after their visit with their application (reason for the visit) plus the supporting documents they attached. To all seniors,

I have heard from some immigration consultant on a radio program that those parents have been sponsored are going to get visitor visa easily or they won't be rejected if they want to visit their sons/daughters in Canada . It was instructed by ex immigration minister Joe Volpe. Do you know anything about that?

yes, that's true information, but not all visa offices follow these rules.

I wonder if we could get a publication or write up about said instructions, and whether Ex Minister Joe Volpe is still in a position or have the influence to issue instructions.

I heard this info from a lawyer. that's the only info I could get on-line related to it.

"Here is the official CIC policy for the visitor visas of parents. Please attach a covering letter with your visa application giving reference to this policy. Here is a link to this document on the CIC web site. http://www.cic.gc.ca/ENGLISH/resources/manuals/op/op11-eng.pdf

Excerpt from CIC Operation Manual 11: Page 9/39, Paragraph 5.13

5.13. Parents and grandparents

In April 2005, the Minister of Citizenship and Immigration made a policy decision to encourage visa officers to be more flexible in issuing temporary resident visas (TRVs), including multipleentry visas, to parents and grandparents:

• who have applications for permanent residence in process, and

• who wish to visit but do not intend to immigrate to Canada.

As per A22(2), the intent to become a permanent resident does not preclude a person from becoming a temporary resident. If a parent or grandparent intends to become a permanent resident eventually and can satisfy an officer on a balance of probabilities that they will leave Canada at the end of the authorized period of stay [as per R179], officers will normally issue a TRV (single-or multiple-entry visa). Longer validity visas should also be considered (See Procedure 16, Long-term temporary residents, below)."
