Visitor visa for husband of international student

I am an Indian student in canada doing my graduate studies. Recently, my husband's application for open work permit got rejected for the same stupid reason that he will not return back after the stay period. We had attached all the possible evidences that he has responsibilities in India and all property documents. I am very depressed now as I dont know what to do.
We are thinking to apply visitor visa from canada. I dont know whether we have to prove same point again that he will return back. What points can we include? What are the chances?

Since you can't apply in Canada for a TRV (visitor visa) he can only reapply in Delhi.

Thanks dear...But our main concern is to provide enough evidences, and all property documents and employers letter and a bond with company we have already shown in previous application? what new evidences should we use? I wrote in my letter that I need his moral and emotional support as I feel alone and depressed...is it a wrong reason?
