Hi,

1. What were the reasons for refusal for the previous applications?

2. For how long does he want to visit this time?

3. What ties can he show to Pakistan: Business or pension + property/land ownership + any dependent family + any previous travel history + financial situation (without borrowing)?

Cheers

With you/your sister/brother-in-law as family ties in Canada + no family in Pakistan, the family ties would appear stronger in Canada. Also, your dad is a pensioner + no previous travel history + you have a refugee app in process.

While an apartment is an asset/a tie, it is not a compelling reason to return by a specific date.

Your dad must include some convincing reason to return by a specific date (with evidence). Does your dad have to renew his pension claim every year?

Hope none of the funds in his bank balance have been transferred/deposited recently

I would not advise you to deposit money in his bank account/keep it for a few months before applying. As the only source of income (officially) is from his pension, this money which you want to deposit in his account will not match the pension.

Does he have any other source of income? For how long has the current balance been in his account?

Unfortunately, Saudi Arabia will not count as travel history

Unfortunately, this would make his application seem weaker because he is financially dependent on you. Hence, the possibility of him overstaying his visit or being unable to afford his visit.

why saudia arabia not count as travel history
That's because Saudi Arabia is quite liberal in issuing visas to people who want to perform Umrah. There is a significant quota of visas kept aside each year for this purpose.

If your dad had visited you when you were in Ireland then that would have helped as travel history..... or to prove that he returns to Pakistan after short visits.

I suggest your sister apply for a super visa for your dad. But again, he must prove he has ties in Pakistan to return to. In his case, his property and pension renewal. Do post the list of documents before you apply

You will have to look around for a medical insurance policy with a coverage of minimum CAD 100,000 (mandatory for a super visa application).

As for the premium/deductibles/whether or not it covers follow-ups after emergencies, dental etc would depend on the insurance policy + your dad's age + if he has any pre-existing medical conditions

To start with, you can check out Manulife, Sun Life, etc...... talk to insurance companies or brokers.... use online comparison tools..... get quotes.... and see what works best for your dad
