Visitor Visa for brother-in-law

Hi

i applied vistor visa for my sister in 2015 feb and 2015 march ,two times visa rejected.two times i applied only for my sister not for her husband.she is not employed and deposited last minute money .no travel history

Now i want to apply for whole my sister family(they blessed with baby boy march 11th 2017),so now can i apply for my sister,her husband and son ? will it help to approve visa ? He is software engineer working for IBM.

The whole family travelling would eliminate the ties to the home country = risk of overstay.
