Visitor visa extension for my in laws

Hello folks,

I would like to extend visitor visa for my in laws. Their 6 month stay is expiring on 27 Jan 2019.

We are actually planning to extend for 1.5 months ( till mid March 2019). But the visa online processing time shows 99 days (>3 months).

If I submit the application today, after 27 Jan 2019, they will be on implied status till the decision is made on the visa extension application. I called CIC customer service, they are disconnecting the call mentioning due to high volume of calls. I have the following queries,
1) Considering the processing time (99 days), which is April 2019, can they leave the country while on implied status (on 17-Mar-2019) even before receiving the visa extension decision?
2) Will this be an issue for future entry?

Was anyone in the similar situation?

How can I extend my stay as a visitor?
If you want to extend your stay in Canada, you should apply at least 30 days before your status expires.

Temporary residents currently in Canada with a valid study or work permit must submit their application for a new temporary resident visa to the Case Processing Centre in Ottawa (CPC-O), or visa office that serves their country of nationality.
  • If your temporary resident status expires after you have submitted your application for an extension but before you receive a decision on your application, you can stay in Canada under what’s called implied status. That means the law implies you are a temporary resident. That status lasts until Immigration, Refugees and Citizenship Canada (IRCC) decides on your new permit application.

1. They will be on implied status until decisions are made. You would need to inform IRCC when they leave in March

2. No issues for future entries if their previous stays have been short
