Hello guys,

I co-founded the business in Canada, but I'm not a Canadian citizen or permanent resident. For business reasons (we need to set up product development) I need to relocate to Canada. I have applied for visitor visa at September 19, and indicated it will be business reasons for traveling. But, today I received a refusal letter, and the reason was:
I am not satisfied that you have a legitimate business purpose in Canada.

Maybe, somebody can suggest the next steps. If you need any information from my application to IRCC, I'll gladly provide it.

You need a work permit. You can't come to Canada on a visitor visa and work. Have you applied for SUV or PNP entrepreneur program? Owning a business in Canada is of no benefit unless you have gone through proper immigration programs.

Yes, I thought about SUV program. I even spoke with some SUV incubators representatives, but the cost of theirs programs at least several tens of thousands, and long application processing time.

To validate do I need working permit or not, I have used this tool:

The answer was:
To work in Canada as a business visitor
You’re coming to Canada to do business activities, but you will not be part of the Canadian labour market.
If this describes you, you do not need a work permit.​

That's why I thought I'm eligible to apply.

That's why I thought I'm eligible to apply.

Based on the information in your first post, the activities you plan to engage in while in Canada would be considered as entering the Canadian labour market. I also think you need a work permit which would mean your company needs to start by obtaining an approved LMIA.

But you are co-founder of a Canadian based business, so that is part of the Canadian market.
