Visitor Visa at Border

Hi.

I'm in USA and have US Green Card. My parents are visiting me from India in USA on a US visitor visa. I would like to visit Canada with them for tourism purposes.

I was wondering:
1) Can my parents apply for Candian Visitor Visa on the US-Canada border on the day of travel?

2) Will they be issued a new I-94 card when we come back from Canada and enter USA?

3) What documents do my parents need to carry so that they can enter Canda?

4) What documents do my parents need to carry so that they can enter USA after touring Canda with us?

5) What documents do I need to carry for me?

6) If answer to question# 1 above is "No", then will they need to visit Canadian Consulate in USA to get a visa or can it be done via postal mail. And how long does it take to get the Canadian visitor visa in both the cases.

I will appreciate your help with the above questions.

1) No, they need to apply for the temporary resident visa (TRV) at a Canadian Consulate (as they are not from visa-exempt country).

2) I-94 needs to be surrendered everytime while leaving US. They will be issued new I-94's.

3) Passport with TRV stamped.

4) Passport with B1/B2 stamped.

5) Green Card (possibly passport).

6) It depends on the Visa Officer evaluating the case. Usually the same day in person, or about 4 weeks by mail (they should be in legal status from the country where they are applying).
