Visitor visa application withdrawn to temporary worker (UPDATED)

Hello,

I have a valid work permit until 2016. I wanna visit my family in Mexico but my TRV has already expired so I applied for a new TRV since Mexicans need a visitor visa to come to Canada. However, today I got an email saying that my application has been withdrawn.

Does it mean that I do not need the TRV and I will get my $100 back? My flight is in less than a month so I am quite concerned.

I just got this message from CIC:

"No action is being taken to process your request for the following reasons:
You are currently in possession of a permit which confers status as a temporary resident in
Canada. A temporary resident visa cannot be issued at our office. Please visit
cic.gc.ca/english/visit/apply-how.asp to find out how to apply for a Canadian
temporary resident visa from within Canada.

As you have submitted $100.00, a refund for $100.00 has been requested on your behalf. This
refund will be issued in the near future."


Now, Mexicans like me DO need a visa to enter the country as tourists. But maybe my work permit is enough to re-enter the country.
What do you guys think?

It seems to me that you have applied the wrong way - "out how to apply for a Canadian
temporary resident visa from within Canada."

Did you apply through the process listed at the link given?
